Section 4
The Council shall be a self-governing and organized body

(1) The Council shall be a self-governing and organized body with inalienable succession.
(2) The Council shall have a separate seal for the purposes of its business operations.
(3) The council may acquire, use, sell or manage in any other manner movable and immovable property like persons. But before selling the immovable property or transferring the rights in any other way, the council will have to take the approval of the Government of Nepal.
(4) The Council can file a complaint in its own name as well as a person and can also file a complaint against the Council in the same name.
(5) The council can enter into contracts with individuals and exercise rights and perform obligations under contracts.
